Despite players apportioning blame to poor officiation, Pirates failed to execute three clear moves in the first half and two in the second half that would have handed them Victory.
They again lost to Betway Kobs 3-0 in Gulu on Saturday courtesy of a dropkick by veteran fly-half James Ijongat.
In the semi-final, Pirates beat healthy 19-12 while Kobs saw off Toyota Buffaloes 19-0 to set a repeat of the Mileke 7s final.
Gulu Member of Parliament Martin Ojara Mapenduzi lauded Uganda Rugby Union for choosing to spread the game to Gulu.
“Hosting such events inspires and motivates the young generations to join sports. This helps to fight crime in the community since the youth are fully engaged,” Ojara said.
